Experian and council not talking to each other

Hi!
Not sure this is in the right place, hopefully it is.
I was recently rejected for credit because I couldn't be found on an electoral roll. My address used to appear as 1, 10 rather than 10A, but after speaking with Belfast council, they were kind enough to update it over the phone. I contact the big three agencies and, while Equifax were able to update their records, Call Credit don't have any file for me and Experian won't update their records without direct contact from my local council.
I've had a lengthy to and fro with Experian and my council. The council are adamant that they are not responsible for contacting credit agencies and will only contact me directly (they say if I lived in the mainland it would be something the local council would do, but as I'm in NI, it's not), and Experian are adamant that the documentation must come directly from the local council, not me. I have already mailed them a photocopy of the document but it was mailed back with a compliment slip stating that they still had my old 1, 10 address on file. I've forwarded the email from my council to Experian, but still no word from them.
I'm not sure what to do about Experian - I'm stuck in limbo with neither party willing to budge and I can't apply for credit without one talking to the other. Is there an ombudsman for credit companies?
With Call Credit, I'm not sure how to begin. From what I can see, it looks likes I need to either open and account with them or forward them a lot of information, but if the other two have information, don't Call Credit use the same information?
I'd be grateful for any information on where to go next. At the moment, I'm stumped.

With Experian, Maybe James the Experian rep will be along to help...
If not, you will have to go through the Experian data correction process and if that fails, maybe report them to the information commissioner. Unfortunately, Experian are the worst at correcting or removing incorrect data.

With Call Credit, I don't think that many lenders use them so it might not be an issue. You can check the who uses who thread to get an idea of who uses Call Credit.
