Benefits Not Sorted after 3 months

Hi everyone, i'm actually posting on behalf of my son.
He put in a claim for JSA in April and it has still not been sorted out, even after numerous phone calls and going into the JSA offices. When he phones he always gets told that someone will call him back, but they never do, the office tell him they dont deal with claims.
Their situation is getting pretty desperate now (him, partner and baby). His partner does work and earns between £90 to £100 per week, but the HB department have added £71 to their earned income as a potential award (Cont Based JSA) so reducing their housing and council tax benefit.
Does anyone know how he can get this sorted as quickly as possible.Its the HB thats the main problem, I personally dont think that he will be awarded Cont Based JSA, he worked from July 2011 til April this year, before that he was at uni from 2009 - 2011, the two years previously he was at college. Hope someone can help, thankyou.

There could be several reasons for a hold up - clarifying hours the partner works, problem checking conts record, circumstances last job ended etc - none of which are acceptable for just leaving someone in the lurch like this.
Time to get their MP involved.
I wonder if they've already established no entitlement to conts based JSA but just haven't said so yet as they are still looking at the income based side of things. That information should be accessible on the computer by his JC. If the conts decision could at least be issued that should satisfy the HB side so they stop deducting it.0
