Santander Home Insurance - Arrangement Fee

Probably a schoolboy error on my part but just wanted to check...
Home insurance renewal came back at £280
Santander came out best at £240 on money supermarket - bought it.
Phoned to cancel renewal - they beat it by £100.
Phoned Santander to cancel new policy. Told had to pay £20 arrangement fee.
I claimed that under distance selling that I should be entitled to a refund and not have to pay the fee.
Phone op claimed contract law means that distance selling doesn't apply and I need to pay the £20 even though the policy does not start for 4 days. (Sounds dodgy to me)
Don't care overall as still am net better off - but, should I be paying the £20 fee or can I write an angry letter / phone someone to get my £20 back!

Also be thankful that it is only £20, many insurers/ brokers charge much more than that for a cancellation fee.0
