As it is a police issued ticket his options are to pay it or to dispute it. if he disputes it then the case will be heard in a magistrates court.
Unlike a PPC ticket these tickets have legal standing so don't ignore it and make sure he follows the instructions and complies with the time limits."You should know not to believe everything in media & polls by now !"

If it's a police ticket, you can't just ignore it.
Last time I visited Hyde Park, the various zones were fairly well signed, so unless you have a valid defence such as the sign being obscured or not visible (claiming "I didn't see the sign" won't wash), then you're legally obliged to pay it.
Check the back of the ticket for details of appeals or to request a court hearing, then start gathering your evidence.0 -
pay it unless you have a good defence
Also check it is a no cycling zone.
sounds mad but in Edinburgh we have defunct no cycling signs, that have had attempts at enforcement before.0 -
thanks

I'll tell him to pay0
