Council tax rebate

My pensioner parents are under the impression that they should have filled out the (20 page) council tax rebate form to be eligible for the rebate promised in the Budget. Is this correct? Does anyone know how the rebate will be implemented - cash back or reduced council tax bill? Thanks in advance.

As long as they do not receive council tax benefit they should get it in full - paid with the winter fuel allowance.
