Paypal/eBay/Scam?

Just need a little bit of advice from anyone that is willing to help!
I received an email from PayPal on the 23rd July saying that they were going to withdraw money from my account as a buyer didn't receive their item that they won on the 18th March, now that is a hell of a long time and I had no prior contact with the buyer about this.
PayPal states that you get 45 days to open a claim and me being picky I counted the days and it was 127 days from when the item was one to when the case was opened which I didn't think would be possible?
Now my major issue is that I have found that the buyer actually left me feedback on eBay leaving positive feedback. Surely if you hadn't received an item you wouldn't leave positive feedback.
The feedback was left on the 28th March so 10 days after winning. I'm not really sure where I stand and how I should go about it now? I have print screened the positive feedback and emailed this to PayPal but have had no response so what should I do next?

You need to log in to Paypal and carefully note the words of the dispute.
I suspect it is an authorised chargeback. In which case, this can happen up to (and beyond in some instances) 180 days from date of payment.
All you need to defend it, is your certificate of posting, if you don't have one, you will lose the money.0 -
It says reason for dispute is an "enquiry"? I'm confused

What does it say YOU need to do?0

There has been a glitch with cases being opened, so as has been stated already- what exactly are you being asked to do?I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. That's the strangest thing about it I'm not being asked to do anything? It hasn't even mentioned sending proof of postage.
It just says:

It might be worth phoning paypal and aksing, if it is the glitch then they usually release funds when you call.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. If it's anything like the chargebacks you get on Amazon, the guy has queried a charge on his credit card and refused to pay. Give them the parcel tracking number and it'll go away.
In the future you should always upload tracking info to eBay/Paypal so they know that it's been posted. Saves a lot of hassle for yourself.0 -

99% of items sent on ebay are not tracked- and tracking is not needed for a fraudulent use of card / bank claim- only proof of posting.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I have found that even sending by a trackable means and obtaining a signature does not necessarily protect you from a credit card chargeback. The buyer left positive feedback as well.
Even after uploading details from the courier including a copy of the signature and email correspondence between me and the buyer, paypal still found against me0 -

Then assuming you fulfilled all the requirements for seller protection you should have appealed, paypal terms and conditions are quite clear.
However for a bank chargeback it is proof of postage that you needed to upload, not proof of delivery.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
