Saving and pension planning from abroad?

Hi all,
Embarrassingly, I'm only just starting to look at my financial situation and future at the age of 32. I have been living and working abroad for the past 9 years. I am currently based in the EU but I haven't always been. I may or may not be returning to the UK at some point to study and then live permanently, this depends on potential available funding and acceptance on the course.
I have no debts except for a hefty student loan which I am about to start paying off. I have savings of about 10,000 which came from an inheritance. There are two things I feel I need to sort out, starting a pension (as I don't get a work one and won't be entitled to a state one) and saving my money more productively. However, everything I look at (private pensions, ISAs etc) seem to need to you be resident in the UK and a UK tax payer. What options are open to me?
Any help would be much appreciated.
