Offers being changed under consultation

Hi all, I appreciate on a redundancy forum this may seem a little like whining but really am not sure of my next step.

The company I work for have been making redundancies since May/June but I thought I was safe. After returning from holiday at the start of July (great way to return btw) I was straight into a meeting and told that my job was under 30 days consultation as it was being moved to an office 40 miles away. The compnay wanted me to go with it and would look into compenstation for the move.

2 weeks ago I was offered and accepted the train fare as compensation through a travel supplement (even though I would use the car as train is awkward) - I have email evidence of this.

Today I have been informed the HR Director (now on holiday) was wrong to offer this to me as it had not been signed off in the budgets and now will not be signed off.

This leaves me staring redundancy in the face well not even that as I have only been here a year. The move is not really going to work as I took the job with a lower wage as there was no commute. Its not feasable to do the commute on the wage being paid.

Can they withdraw the offer after it has been accepted?
