Is there a card out there I am guaranteed to get with a Poor (not "very poor") rating?

Depends why your rating is poor.

Are you registered to vote?
Have you missed any repayments in the last year?
Do you have any defaults?
Are they now settled?
Do you have any CCJs?
Settled?
How many times have you applied for credit in the last six months?
Are any of your accounts currently in arrears?
Have you had any credit before (Cards / Loans / Catalogues / etc)?

No card has a guaranteed acceptance.

Try signing up for Noddle at http://www.noddle.co.uk which is a free service from the CRA, Call Credit. It's not perfect but will give you an idea of your credit rating out of a max of 5 and will provide your credit report, CCJs and electoral roll information.

You can also access the same service for free from the credit card section at http://www.moneysupermarket.com by "searching for the best card for you". That will list the cards you're most likely to get and your chance of getting one out of 10 and you'll get the same results by email.
