Tax office giving me the run around

looking for info on where to go with this.

Last December (2011) I discovered I was entitled to claim tax relief for using my own car for a large number of years. The tax office were very helpful and sent me forms from 05-06 to todays dates, effectively allowing me to claim 6 years of back relief. I filled out the forms at the same time as many of my work colleagues and sent them off in Jnauary this year.
Feb and March came and went and my colleagues all got their rebates. In late March I was advised my claim had been sent to a special team whom I could not speak to and would be in conatct with me. Eventually, in May, the 'Special' team who turn out are just auditors, contacted me asking for details of every trip, postcodes, and purposes of journies since 2005. Having been very good at keeping this info, I forwarded 100+ expense claims.
No problems other than generally slow and lack of info at this point. At the end of May, I was told the auditors were happy and were passing this info back to the tax office for payment.
I waited until the end of June (and moved house at the beginning of June) and rang and said I had not received any information re the claim and why hadn't it been issued. No reason why, but acknowledged I had moved and would chase the team responsible. However, as I had avised them of a house move I would have to write and inform them, and they were taking 3 weeks to read letters. I chased regularly thoughout July and today, 30th July have been told they have not received my letter but would send a chase to the team responsible...guess what, I have to wait 3 weeks for them to acknowledge this.
Considering the amount of tax I pay month by month, is it right that I am still left waiting with no idea of whether I am even going to get this money let alone when.
where should I chase / complain to get this moving as in my calculations, it could be worth over 2k that they owe and with a house boiler making more noise than a pig in poop, I know where its going to be spent.

    In one simple answer - yes you do have to wait!

    I gave up with them when they failed miserably to get my code numbers right. I have 8 sources of taxable income, including benefits, and in one year I received enough coding notices that I could have redecorated our bedroom wall with!

    Now I just ignore every one of them, have got myself registered as being self assessed and every year I work out what my tax liability is for the year and pay it on line.

    They still can't get the codings right - so I just accept that they are unable to understand even the simplest of tasks.

    Finally, they did have a large warehouse in Lancashire that was full of unopened post!!
