In my recent experience Laptops and Net books were rarely taken into lectures and are flipping annoying when you are scribbling away and someone is tapping away behind you. Or worse, has the attention span of a goldfish and starts surfing the net mid lecture.
I also think that the group work reasoning is weak because at my university there were ample desktops, the option to borrow laptops from the library for 1 week at a time, and private rooms with PC's and electronic white boards available to book for 3 hour slots.
As an English and History student I managed perfectly well with my desktop and loaned a laptop twice during dissertation research."On behalf of teachers, I'd like to dedicate this award to Michael Gove and I mean dedicate in the Anglo Saxon sense which means insert roughly into the anus of." So your university is every university in the country is it?
My University had lots of desktops but it was rare to find 3 or 4 grouped together as everyone left gaps between them. The Group rooms only had 1 computer in them for rehearsing presentations. They didn't have laptops you could loan and from speaking to friends at other universities they didn't have them either.
The OP needs to find out more of what will be required from her sons course and what facilities the university offers.0 -

I must refrain from commenting on my own experiences as they may differ from others.

Forget Ebay etc.
Firstly the requirements of the latop the person needs depends on the subject they are doing. IE. Sicences (with imaging), media or will it be a languages etc
If its media then higher end laptops such as macs etc are preferred and are industry standard.
If its sciences with imaging (cellular etc) then 512mb - 1gb dedicated video ram is a good option.
I am a Phd Student final year in bioengineering I get by with 8gb ram, 512mb video ram and I got hold of a HP laptop on pcworld refurbished laptops (was £799 for £299) and it came with the same gaurantee as a spanking new laptop.
The average life of a laptop is 2 years max they are more a consumable for students and will probably need replacing after 2 years as OS and software suites upgrade. Also, you might want to look at software4students.co.uk for software such as OFFICE 2012 for around £40.
Good luck0
