    questions can be asked,and most of the time my brother has got things right, but sadly sometimes you expect information to be 'volunteered' not having to chase it down

    So what does the 'law' say about backdating in these circumstances when the OP's father should have been exempted because of severe mental disability?

    For council tax purposes there Class U exemption has no limits on backdating providing the local authority is satisfied that the exemption applies for the requested period.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
