I've recently booked a car in Iceland with Hertz and found that it was cheaper to book with the UK website rather than the Icelandic website - so you can get different prices for the same car by using the regional websites.
Out of interest, I've just used the .co.uk website to check the price of a car for three days from Manchester airport. It is £7 cheaper for a class A car when I set my country of origin as the USA rather than UK. You don't mention which country you are from, but perhaps as others have said past statistics would indicate you are more likely to have an accident?
