Iffy Landlord, Major Repairs Issue

I have posted on this site under another name but I don't wish to be identified.
I have been having problems with my landlord for some time. Lots of uninvited visits, an understanding of tenancy law only when it pleases him etc etc. He has refused to do basic repairs, saying they aren't needed when they were. Things have gotten worse lately. I am likely to be evicted (NOT because I am late with the rent).
Anyway, today my next door neighbour had a heating engineer in. I asked for his advice. I know a lot of the work done on this house is amateurish (dodgy sockets/wiring, the gas hob takes an hour to boil a pan of potatoes even when I use preboiled water etc etc).., and we have a very old condensing boiler. The condensing boiler is so old the manufacturer couldn't send us a manual for it so I still don't know how to use the timer switch lol. It cuts out for no reason I can find out. The landlord comes round, fiddles and it starts working again (I'm fine with it losing pressure, know that happens but this is some 'unknown reason').
Anyway the heating engineer took one look at the boiler, said it was prehistoric (the radiators also produce very little heat in spite of bleeding them). He then looked at the vents (there are two, one goes out through a window 60 cm away and the other goes through the flat roof directly above it. He said if we had it inspected by his boss, he would probably order the gas turned off. This shocked me, but also made me quite angry given my landlord's attitude.
Quite frankly I am sick of this landlord. I want to report him.., but to where? Would Environmental Health be technical enough to spot the vent problem or do I need to pay for a private inspection? The gas safety check was done 16 months ago but if it passed with the vent problem.., I don't see the point in asking for another one. The house was converted in a very amateurish way as I said and I suspect it is breaking a number of safety rules, but I don't know best where to go to make sure this landlord actually makes this a more fit place to live. I don't care if he issues a S21 because of this.., we can't be worse off as he is already threatening eviction. I've just had enough. I don't see that I have anything to lose.., and the next tenant may get a safer house.

EHO is a good place to start- they don't need to be technical to spot not having a current certificate.
You can also repot to the HSE on this form ...

If the gas safety check was done 16 months ago then that has expired as it is required annually.
If you are not worried about any S21 consequences, I would get on to the EHO today. Tell them what the heating engineers said (mind you there are heating engineers and heating engineers so he might just have been touting for business to replace the heating), but if the situation is as bad as you state, EHO will inspect and advise whether you have a case, and back you in taking action against the LL0 -
