Sadly, complicated personal situations don't hold much sway in the eyes of the law. You need to give your notice in time to comply with the notice requirements. As said above, this could have been by post or through the LA's letterbox. Once it hits their doormat it is deemed "served" and you have complied with the requirements to serve your notice. Even if the agent's office was closed for the whole month, as long as you had proof you posted it in time, or a witness to vouch that you delivered it in time, you have done it correctly.
As it arrived 2 days late, you have not complied, and LL/LA have a right to refuse to accept the notice and hold you to an additional month's rent.
Its not that "no-one cares" - you asked the question and have been given the answers to that question and advice and explanations on where you went wrong.0
