Paypal hold on a refund from seller

Apologies if this is a really daft question, I've searched paypal help and MSE help and cannot find the answer.
I received a vintage LP I've wanted for ages last week that didn't play, I offered the seller photos etc and they simply refunded me.
I ordered another from another seller and it arrived yesterday, poorly packaged and distorted by the heat so that it was unusable.
I emailed this seller, offered to return and send photos, and he refunded me.
Today I purchased a third one, but the refund from yesterday is being held by paypal. It's not pending clearing from the seller, but paypal itself. As a result I've had to fund a replacement from my bank account.
I would appreciate it if anybody knows why this might be?
