car insurance and 'registered keeper' advice needed..

I've got a very good quote from a specialist insurer for any driver- non driver as long as my friend/neighbour is the registered keeper, which he agrees to, but what exactly is a 'registered keeper'

would this mean he is liable for tax, any penalty points incurred by anyone else driving the car, I'm not sure he would agree to this


note to mods, put a wider post on disabled car insurance, but need answer urgently...

    Registered keeper is the name and address of where the car is registered to. The registered keeper will be ultimately responsible for the vehicle and who drives it, he would get parking fines, letters from DVLA for tax requests and fines if not taxed, he would receive NIP for any offenses and may be prosecuted if any driver was found to be uninsured. Not sure if there are many/any insurers would want to cover a vehicle that the registered keeper was not the legal owner, unless they are partners. Why cant you be the registered keeper if you are the owner? Terrible idea unless you both trust each other 150%.

    I dont understand your post about getting cover for any driver - non driver tho?

    The registered keeper is the person who DVLA have listed as the person "keeping" the car - the person who's legally responsible for ensuring it's taxed and insured (or SORN). The RK is also the one who will be contacted first if, say, the car triggers a speed camera or collects a parking ticket and they will legally have to notify who was driving at the time, on pain of getting points and a fine themselves if they don't.

    Also, if the car is found being driven without insurance they stand to be prosecuted for "permitting" because it's assumed that the person keeping the car is in a position to allow, or prevent, any other person from driving. The RK is NOT necessarily the legal owner of the car, though.

    Personally, I'd think it would have to be a very good friend / neighbour to agree to the potential hassle involved.

    eta: although RK and owner aren't the same thing, being the RK goes a long way to establishing ownefrship in the absence of any other evidence, so you'd also have to be confident they wouldn't "claim" the car at any point!

    tx for this, I've spoken to the comp and they are working out how to put me as RK, tbc, I am a non driver who has disabilities and wants a car for my carers and a few others who can take me out, etc, Prestige seem to cover this...

    hmmm... how often is a car needed and for how long?

    It might be cheaper to just hire one for a few hours once you've factored in purchase price, insurance, tax, servicing, depreciation etc.

    And your any driver, may exclude anyone under 25, Or less than 3 years driving experience, Anyone with accidents or claims, Unless specifically named.

    The small print will need a thorough read before you commit and purchase.

    My works insurance have just had a renewal and every driver must be named and a copy of their licence to be taken every 6 months.

    No upto date copy = not insured.

    Not sure if thats the full terms or the company covering themselves?

  • The Registered Keeper is responsible for keeping the vehicle insured, taxed and tested (or SORNd), but not for penalty points.

    Penalty points go to the driver who committed the offence.

    The RK would receive any NIPs, speeding tickets, etc., but they would return them, stating the driver at the time, and the NIPs, speeding tickets, etc. would be re-issued to the driver identified by the RK.
