freeholder company possibly in administration and major works been paid for

Hello Everyone,
Sorry if this isnt in the right thread I was unsure where to post it.
My boyfriend owns our (his!) flat and over a year ago paid around £3000 for major works to fit new windows in the communal areas. These works have never been completed. We are unsure how many of the 33 flats paid for the works but what concerns us is that he did.
We heard nothing until a couple of months ago where we got a new letter stating the old quote had lapsed and they were now looking for a new quote for the works.
I recently came home to some workmen in the foyer sizing up the windows saying that they were to board them up as the windows were unsafe. I asked what they knew about the new window fitting and the man said that he was under the impression that the current company looking after the building were in administration.
A letter we got recently states that longmint LTD is in administration however South East Property services continues to be the managing agent.
Does anyone know what this means for the money that has been paid - will it go towards the works if/when they begin? Can he get it back? What can he doto get it back?
