    Thanks esmerobbo.
The landowner I am really concerned about in this instance is a National Health Trust Hospital. Have you any records on such landowners? And the PPC is ParkingSolutions24.

A new firm on the block I thought, until I did some digging and recalled the name 'Mark Thorley' and a certain address, and the modus operandi of 'working' for hospitals!

It all rang a bell. Esmerobbo sussed it first here:

Parkforce went under just as this new company phoenixed and took over their Hospital contracts:

Here is one MARK THORLEY mentioned in the BPA mugshots election rubbish as supporting the lovely Gary Brierley (Jason's brother maybe?):

    http://www.britishparking.co.uk/write/Documents/BPA/Nominations%20booklet%20and%20call%20to%20AGM%202011.pdf

    ''GARY BRIERLEY
    Debt Recovery Plus Ltd

    2ND SECONDER:
    Mark Thorley, Parkforce.''

And here's an email and phone number if you fancy a bit of contact with him:

''Owner, Administrative Contacts: Email:mthorley@parkforce.com [4 domains use this email] Name:Mark Thorley [2 domains use this name] Phone:+44.1612172200 [4 domains use this phone] ''

And if you look up 'ParkingSolutions24'

    ''Company Registration No.: 07846436

Incorporation Date: 14 Nov 11 8 Months old

    Financial Year End: 30 Nov

    Capital: £1.00 on 14 Nov 11 ''

Also found this old thread when searching, worth a read:

Very interesting quote from a BPA email in that thread, post by db1972 on 22.2.2008 at 13.59:

''"You are correct in that these tickets are only enforceable through Civil Contract Law. This is why a ‘penalty’ is not allowed to be issued. As I said in my last e-mail, we did instruct our members to take immediate steps to remove any mention of a penalty from their documentation. If they have not done so…

We can only recommend actions as we are a membership organisation, and we don’t have any legislative powers.

So I would use the analogy that you can lead a horse to water, but you cannot make them drink."

 So said the BPA in 2008. Could be useful to us in showing the Government the BPA's true face as self-appointed officials to set up an independent appeals service??!! :rotfl::rotfl::rotfl:
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's an easy one then do a FOI to the trust asking for their policy and any documents regarding parking regulation.
