Everything else being equal, will I get a santander credit card without being on the Electoral register?
Does being on the register then make you liable for paying council tax?

no, living in the area makes you liable to pay council tax, the electoral roll is something totally separate to that. Eg an american living in Bristol would have to pay council tax but cannot be entered onto the electoral roll.
It is possible to get one, as my wife did before she was allowed to be on the ER, but it is generally much harder than if you are and you are more likely to have to provide KYC documents so also slower (unless you are a santander customer already)0 -
