A dodgy Insolvency practice, possible legal action?

Tough one this, but people thoughts would be appreciated (and advice of course).....
Was made redundant mid May. company was made insolvent june 1st.
The insolvency practioners told us (in may) to fill out our RP1 forms and get them back to him and he would forward them on to the dept of employment and then there would be a wait, before payment was made.
I called him on june the 1st to confirm he had sent the forms off (after 3 days of trying to get hold of him)....he claimed they had.
So time passed.....and passed.....
nothing....
So i decided to call him around mid july, after i called the dept of employment who had no record of me. he said he had heard of this 'happening before' where somebodys forms had got 'lost'...and said he would chase it up.....
suffice to say....he never called me back....
after 5 days of trying my former colleague (who is in the same boat as me) got hold of him, and after a fairly heated discussion he had claimed he has sent them A COPY of our forms....
they dont accept copies as they cant be signed.
Today i call the dept of employment...once again...no idea who i am.
This is begining to cause financial hardship for both me and my former colleague.
Surely he has nothing to gain by not sending my forms off....or has he lost them, and thought i wouldnt notice that my redundancy package (of nearly 10yrs service) had never come?
can i take action against him?.....
I have to say for anybody that is in a position where they need to call the dept of employment/redundancy office in edinburgh, dont worry, there very helpful and understanding.
