Issue with tickets bought on Ebay and not arrived

Query on behalf of my mum. She bought 3 tickets to "Good Mourning Mrs Brown" or something like that at the O2 in September. She bought them in February and they haven't arrived and she's only just brought it to my attention, since she was unde the impression they might arrive nearer the time.
I checked the email she got from ebay and it said that they would be send next day recorded delivery but obviously she hasnt had them. I've sent an email to the seller who has a high ebay score but only like 100 sales, but has been active as of July 17.
So my query is basically does anyone know what methods we have at our disposal if the guy doesn't come through or claims they have been sent? Paypal apparently doesn't cover you after 60 days, would her credit card protection still apply as its like £150 we are talking about.

Maybe they dont have the tickets yet, ask the seller.
its can be dodgy buying tickets off ebay in advance for the reasons you stated0 -

Often tickets don't arrive until a couple of weeks before the even even if you buy off ticketmaster etc for example, so the seller may well not have them in hand yet. I have purchased Lady Gaga tickets for September and they have not been dispatched from Ticketmaster yet. You are probably better off posting on the MSE ebay board to get a better answer about your mothers situation.0 -

I bought Ed Sheeran tickets in March for October, I haven't got mine yet either, still showing as valid on HMV website so guess I'll have to wait.
Saying that I bought tickets from TM for Michael McIntyre 18 months ahead of the show this September and they haven't come yet either.
It's not unusual although damn annoying!0 -

We have but we're waiting for a reply, I just wanted knowledge in prep for him falling through.
Thanks for the info guys, PayPal seems to be supportive anyway. Its good to know that tickets can come late, but the guy should communicate that when you've handed over £150 for them.0
