COP Bond for deputy

I have a COP order and am a deputy for my Father.
The COP require that a bond is payable each year to ensure that if my Fathers interests are not met 'ie I run off with his assetts' he will be covered with what I assume is insurance?
The insurance /bond is arranged by Marsh Ltd through Aviva.
Apparently this is the only way to get this cover and no other Company offers this service?
So does this mean I have to accept their fee as I have no comparisons to consider?
Seems if this is true , Aviva have cornered a market.
