palliative care?

my father in law has suffered from several strokes over the past couple of years, his last one has left him unable to do anything and not communicating with (any sense) to anyone, we had a meeting with his doctor yesterday, who has said there is nothing more that can be done to help him and admitted they are looking at pallative care for him.
They are suggesting a nursing home .. this is early days as he has to have several formal tests, but there feeling is he will be unable to pass any of them.
When the stroke first happened, we did think he would recover, as his body was largely unaffected and he was trying to escape from the ward etc, it was mainly his speech and communication that where affected, however they discharged from hospital, (10days earlier than planned, and he was moved to a rehabiltation hospital, where he suffered a fall, and then a couple of bleeds) he was sent back to the main hospital, where he has been ever since, and he is now unable to do anything for himself.
I am wondering if there is specialist palliative care in England for stroke victims, and if there is any advice any can help me with, my o/h and his family are devastated, so i am trying to be the practical and helpful one, I just don't know if a nursing home is the right place for him ..
any advice would be hugely appreciated
thankyou

percycat,
Just had a thought -if you need any further advice on this subject or on nursing homes in general, do a post on the over 50's section.
You would probably get more response as this has been discussed a few times on there and a few of the regular posters there have first hand experience.
I only saw yr post yesterday in this section coz I was looking for some info for my disabled hubby.
