PC crashed - Windows too big for screen and unable to connect to internet

My PC is on Vista. This morning, it crashed without warning and when I switched it back on, Windows is too big for my screen and can't connect to the internet. I am composing this on my phone using my home wifi. When i click on the internet connection icon and select connect to a network - I normally get 5 or 6 choices - mine and people living nearby. I get none.

What is wrong with my PC? Is it recoverable?

    It sounds like it's gone into Safe Mode.
    Can you do a proper shutdown and restart?

    I have restarted it about 5 times and no difference. Off to work in a minute and several hours rest may cure it
