Would this boiler be suitable for a 2 up 2 down terrace, 4 rads and a towel rail, no shower?

Yes no problem. An excellent boiler, but your installer should range rate it down as you have so few radiators.
Go for the new 'Exclusive' version though, as you will get the 5 year parts & labour warranty as standard.0 -
