They'll want a bank statement as proof of address, but the proof of identification will be more difficult without either passport or driving license. Best bet might be to get a solicitor to sign a photograph of you and to certify it as a 'True likeness', and to confirm your supporting documents are valid. They'll probably want to see your birth certificate and some utility bills (or biometric residence permit, national insurance card, benefit book, etc) to confirm your id before signing. Expect to pay about £20 for the service. They might take copies of your supporting documentation and sign them as "True likeness of original".
But Aqua could still refuse said documentation, so you need to confirm it with them first.0
