One Call Direct are they con men

I did some searches on compare sites as my car insurance renewal was excessive and the best quote came from One Call.
They contacted me after filling in online forms and after some negotiating we came to a price that included me paying monthly and also upgrades on my breakdown cover and legal cover.
Once I had accepted the qoute and given them my Bank and card details they then advised me that part of the quote was for a £46.99 admin fee that was non refundedable.I have since found out that this is not part of the qoute it as come straight out of my bank. I then recieved a credit agreement by email for me to sign that increased my qoute by another £64, I then contacted One Call who cut me off twice and then said I had agreed to the conditions which I did not what can I do.
