Will £10k be enough to install a rear dormer room in attic?

Morning all,
Our attic was converted some years back but only has velux windows.
We are considering creating a dormer room from an unused landing space, actual space is approx 3.5m wide. We want to move our shower room into it (currently adjacent to this space so shouldn't be too big a job for plumbing etc). The shower room will be approx 2.5 x 2m. We'd also like the dormer to have a Scotch slate (or similar to match existing slates) pitched roof as opposed to a flat felt roof - which we realise will be more expensive. We will also require a roof light installed over the staircase to add natural light to the stairs.
Anyone have any idea of how much this might cost, including the cost of scaffold - we have a 2 story Victorian type house plus attic so scaffold will be pretty high.
And then of course, there is the cost of plumbing, electrics, knocking down partition wall between existing bedroom and shower room, creating new partition wall for dormer shower room, plastering, etc etc.
As mentioned above, we're only at the 'considering stage' so we have a rough idea how much we'll need to save to get the work done. Obviously if we decide to go ahead, we'll need plans drawn up and also planning permission from local council.

Is the structural work already done? ie steel supporting beams in place? If not then, there's no way you'll get in done for £10K.0

Scaffolding can be expensive, especially if in a terraced house. When I had roof work done to the rear dormer window of my 3 storey house a couple of years ago the scaffolding alone cost £800 and that was the cheapest price my roofer could find.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.0 -

Steel beam was put in during original conversation - planning permission / completion cert obtained. I'm not looking to change staircase or anything, just add a dormer to the rear, move bathroom (but keeping it at rear), removing and rebuilding a few internal partition walls.
