Thanks for all suggestions. So far I have one quote from the only company I could get in touch (the others put me through to the "right person" who never answered the phone). They'd charge 265 plus VAT to send someone to take samples, or 13 pounds per sample if we do it.
This is not a property but JUST a bedroom, and as I said in my description, the vinyl or whatever it is is not stuck to the floor. Either it was never stuck to the floor or the glue dried up, but it is loose. Is is broken (and has been mended) in several parts and frayed in some of the edges. If it was intact we would carpet on top.
I apologize if I have offended anyone. All the people I know who live in council accommodation are on benefits and do not pay tax.
Asbestos has been used since the 50's and was banned in 1999. It was known to be dangerous well before that.

    .

Regardless of what you think, every person in this country pays 'tax' in some capacity. Even chavs have to pay tax on their cans of Special Brew that they consume outside the job centre. They pay vat on their mobile phone top ups and on their their pants that they buy from Primark and insist on wearing down by their knees.

So this stuff about not paying taxis just bullshyte.

You need to do 2 things:

    1. Stop reading the daily mail
    2. Invest some money in an anger management course.
Eat vegetables and fear no creditors, rather than eat duck and hide.

:rotfl:Hilarious. The internet, a great way to share ideas, widen ones mind, and make new friends.

As an aside, I have some relatives who live in council houses, and they earn an honest living, albeit they are stupid, and lack initiative.

OP, I sympathise with you, we had a simolar problem when we had an extension built and the builder removed a small amount of asbestos from the eaves. He told us it was not the "dangerous" kind ( ? Blue) but that it would add a lot to the final bill if he disposed of it. We had a terrible run around from our council who told us that if WE had removed it, they could collect it, but because the bulider removed it, either HE would have to dispose of it or we had to pay a private company. Either way, it would cost up to £1000 for a sheet that measured about 2ft x 3ft. One council employee in particular was so rude and arrogant that she really got right up my OH nose. In the end, we put it in the wheelie bin. Wrong, I know, but we triple bagged it and were quite confidant that it wasn't the dire hazzard that the asbestos police would have us believe. I do think there is a lot of scaremongering about it, and I believe a lot of it is generated to make us pay lots of money to dispose of it.

IF you've found thermoplastic tiles...which I'm not sure you have from what you've said....you can get it tested yourself for very little.

Thermoplastic tiles encapsulate any fibres so well that it's pretty damned hard to release any fibres from it without sanding them anyway - which of course only a nutter would do!

The disposal costs also makes me cringe too. Did I just read up to £1,000 a sheet mentioned?! Where was that being disposed at? The Moon?! Most councils have asbestos collection sites. You can take sheets there as long as it's from your home and not commercial waste. You have to make sure it's double bagged. Your local council website will most likely have info for that (if they have them - I know our council has 4 sites in the area).

OP - If you're really worried about it look up a company called Rhodar - see if they have a local office to you and get them to do the test. They charge us around £100 to sample and test. They're a national contractor so chances are they'll have an office somewhere nearby. Even better, if there's a loose piece just pick it up, double bag it and look up a UKAS accredited laboratory to test it for you. It's not expensive. I imagine the cost varies around the country and from lab to lab but we pay around £20 per sample.

I've sampled more thermoplastic tiles than I care to remember. It's one of the least dangerous of ACM's to sample. If there's a loose piece you can pick up then even better....that's if you even have them, which as I said before, I'm not convinced you do....

Yes but you have to maintain proportion and and a degree of objectivity, Its dangerous to cross the road, the particulate matter in your average high street lungfull of air over a week probably contains far more damaging material than chainsmoking a packet of fags.

It'll be fine if you leave it alone. Just get the new carpet laid over the top and stop stressing.

    Cheers

    Is the right answer.

Oh and could the OP help me out here, where can you get one of those houses from that if you live in that you don't pay tax?

I always thought they were very expensive and you had to have a very healthy bank balance so you could afford a 'tax avoidance' specialist to do it for you. I never realised they were available for everyone.

Oh and one further point I suspect the landlord of any rented accommodation would be responsible for asbestos removal.

But hey carry on jerkin those knees ;)
