Parking Eye / Lake District / ANPR

Hi all!
Previously had good advice with parking company 'notices' before but had another one which raised a couple of questions....
We parked at a car park in the Lake District. We have received a letter (parking charge format one) saying that by "either not purchasing/displaying or remaining at the car park longer than was permitted" they wish to (attempt to) charge us. Curiously they don't seem sure as to which the issue is. We are certain we bought a ticket and displayed it correctly. I am fairly sure that the time between buying the ticket and getting back in the car was less than the allotted time - although it took a fair amount of time to find a space and unload the kids.
I believe that this is a car park owned by the National Park Authority (http://www.lakedistrict.gov.uk/visiting/planningyourvisit/travelandtransport/carparks). Does this make it a government/council car park or still private (if its being operated by Parking Eye) ?
It seems that the car parks have ANPR cameras to scan for plates and record entry/exit times.
From what I remember nowhere on the signs does it say that a simple typo in entering your registration plate would mean an automatic notice - as otherwise, with no wardens and what must be some sort of automated system how can it otherwise work? Also, the time recording entering the car park does not take into account the time to find a space, unload and go and buy a ticket. The entire system seems flawed?!?
I realise the advice will probably be ignore - unless this a council one where I should pay up ;-)

Who does the ticket say to appeal to ?

Had you left the car park and come back again the same day its quite likely you would have been timed from the first entry to the last exit, ignoring the other exit and entry, purely an unexpected software error of course. At work so don't have access to scanner but....
It seems similar to other letters people have posted on here. Specifically appeals are to be sent to ParkingEye (@ the chorely address). The letter is entitled "Parking Charge Notice to Owner".

Seems safe to ignore then. You can use a mobile camera set on close up and host on tinypic. Use the url for message boards and paste that on here.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

As the LDNP is a public body, maybe an FOI request is in order, asking:
* What proportion of the normal P&D parking fees goes to LDNP/PE respectively
* What proportion of the Parking Charge Notice revenue goes to each body
* Whether LDNP pay a "management" fee for PE to manage the car parks.0 -
