wrong name on speeding letter
Options
the NIP was addressed to a different person - not the registered owner of the vehicle. I suspect the DVLA misread the handwriting name on the V5 so the V5 may be wrong. (it's an unusual foreign name). The form was returned with the license and is now duly endorsed with 3 points. Is there any point in appealing the decision? In the event, should the letter have been returned unopened - RTS?

Is it your car? Surely the owner checked the V5 was correct when s/he first received it?0

Now you have accepted the fixed penalty notice, paid the fine and had your license endorsed, the matter is disposed of so there is no appeal.
Assuming the V5 is incorrect and matches the NIP then I doubt you have any defence, you should check the V5 and update if necessary.

Sounds simple, when filling in forms, make it childlike unfathomable scrawls so you can never be held responsible.0

A NIP is normally combined with a S172 requirement to name the driver. The Registered Keeper (RK) is required to name the driver within 28 days, or face prosecution for failing to furnish driver's details. This offence carries 6 points and a fine of around £500.
If the RK's name is incorrect, it may be corrected under the "slip rule" if the case reaches court but this would depend on the severity of the error and how may have misled the addressee.
In this case, presumably the RK named the driver and the driver chose to accept the conditional offer of fixed penalty in lieu of prosecution.
As Johnmcl7 said, now the issue has been disposed of by way of fixed penalty, the matter is closed.I am a mortgage broker.
