    Yes I do.

    Its sounds as though the property is becoming unfit for habitation if you can't open the windows. Those magic words will help.

    The council hiding behind "protective status" is BS because they can't be bothered. Either its a listed building or it isn't and even if it is a listed there is no reason not to change the windows with something that is similar.

    The councils problem is that they will need to do the whole block because if yours have gone that far you can bet the others have too. The window glass is breaking not because its fragile but because the expanding rust is putting increasing pressure on the glass.

    Sooner or later they are going to have to do it so what you need to do is with a host of your neighbours put pressure on to ensure that they get off their lazy bureaucratic backsides and do something about it.
