I think I will do as suggested and send something via recorded delivery.
The only thing now concerning me is that some sources online suggest that if the LL's mail is coming here then he may not have "permission to let" or "consent to let" from his mortgage lender.
If this were the case, then a worst case scenario could be him getting into trouble legally and me getting evicted?
It seems I have 2 options: write to the council or don't. The former potentially sets up trouble re: permission to let/possible eviction and the latter just seems to be delaying the inevitable.

Marliepanda, it is a fairly new build - a lot of delivery companies end up calling me because they can't find the property. It doesn't turn up on most sat-navs either. It's around 2 years old.
Properties are often missed out of the council tax listings -try the link that vivatifosi posted to check if it has been banded.
A further issue that crops up is that of the address the mail is posted to - if your council uses the most common IT system then there is a 'feature' of the system that can cause havoc. Each charge payer is allocated a PIN , this PIN is associated with all of your council tax accounts however unless the address is manually updated it will always send bills to the last address which was entered for correspondence purposes - e.g your mail can be going to a previous address rather than the property even though your shown as being resident on the council tax account.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

The council aren't bothered whether the landlord has permission from his mortgage company to let the property out, that makes no difference to who pays council tax.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. hi
i have recieved a court summons and have to pay for the entire council tax year from 01 apr till 31 mar 2013. all of my bills have been sent to the wrong address and i only recieved this one cos it had my adress hand written on it and was returned to sender..
Is there anything i can do at all??
also i have sent an email stating these same facts to the council and am awaiting a reply

From my own experience with council tax demands etc, if you are late 3 times (and they send 3 reminder notices) you automatically become liable for the full year.
If they have been sending things to the wrong address (and I would keep that written on envelope as proof just in case) then I would try and call them and explain. The people on the phone have always been helpful with me.
Can I ask why you havent tried to sort this out before it got this far? You must have realised you weren't paying any CT?0 -
i have sent them emails in the past but not ever had anything back from them i last contacted them in june and the end of aprill before contacting them in june.
i just hope they will help me out on the phone because i dont have the sort of money they are asking for. not to mention they want it in just over a weeks time

I am fairly sure if you offer to 'catch up' you should be okay but definitely get on the phone to them...0
