How will housing benefit affect us when partner is under 25?

Hello,
Me and my partner do not currently live together however by next year we should hopefully have a house.
I am over 25 and he is under 25, with what the government are going to do - cut out housing benefit for under 25's, how will this affect us?
Will I have to live as a single person until he is 25?
I work part time as have a young child and he doesn't work he is on DLA.

I don't think the under 25s proposal has been approved yet but there is information on this site that may help.0
