I'll let you make up your own mind as to why HL choose not to include the stock transfer out fee in the list of charges here:

and instead "hide" it in the terms and conditions.
For the ISA the relevant term is within C9:"...Transfers will take place in the form of cash. Transfers as stockhttp://www.hl.co.uk/__data/assets/pdf_file/0015/37122/Online-Ts-and-Cs.pdf
may be allowed subject to our discretion. The fee for transferring as stock is £25 (+VAT) per holding."
The fee is not particularly excessive compared to other providers, which range from around £15 per holding upwards.
