It has been there for the past few FLWs, the first bit of the paragraph explains it:
If you’ve registered after 15th March 2011 or have not listed any items for a while you may have a selling allowance of 10 items per month, which you can increase. Additional verification may be required. With everyone watching the Olympics, my guess is that both sales and listings are dramatically down on eBay (except for Olympics related items).
We're about due for a free listing weekend and with the Gold Medals now coming Team GB's way :j my guess is eBay will try to tempt us away from our screens with a free listing day ... probably with emails emerging at about 2:30 am tomorrow morning, if previous events are to be repeated!"The secret of life is honesty and fair dealing.

They do tend to come around with monotonous regularity and two weekly seems to be a bit of a habit some agree this weekend seems likely.
