Query external solid wall insulation & cables

Hi all. I'm new to this so please bear with me. My council have attached external solid wall insulation to my gable wall. Along with a covering of K Rend.
I had a phone line and tv aerial cables running across the wall outside. The council insisted that the cables should be buried between the brick and the insulation (like a solid foam material). I objected to this as I was worried about getting to the cables if there was a problem in the future. The Council ignored me.
If there is a problem in the future who's responsible for the cost of a new external phone line? I'm a private home owner. And is this method safe? Surely it makes sence to leave both cables exposed?
I've tried calling BT but can never get to speak to a human! Also the contractors covered up my air bricks! I'm pulling my hair out at the mo, so if anyone has advice or experienced similar please get in touch. Cheers

Cables: don't worry about them - they are better protected where they are.
Air bricks: get the fitters back to rectify.0
