HMCTS bailiffs and SORN

Options
Hope this is the correct forum, if not pls feel free to move.
I am posting yet again on behalf of my daughter!! In Jan 2012, my daughter declared her car SORN.
Moved house around the same time. Address changes etc followed soon after. In the meantime car was parked on public road for two days while waiting for buyer to collect. Fine followed ( her own silly fault for parking the car on public road) unfortunately court letters went to old address so daughter was unaware of fine.
Bailiff turned up wanting £600.84, he also had a notice of excution of distress warrant. On speaking with the courts the case is apparently on hold due to the wrong address being used. There is no question about my daughter paying the fine, what I would like to know is can the bailiffs add a charge of £215 for a home visit, while the case is on hold. Awaiting a new court date I think.
Any advice would be appreciated.
