Personal Accident Cover - with Car Insurance

I'm just checking my car insurance renewal with Elephant... it's £316 including IPT (£14.05) and Personal Accident Cover (£20.95).
But I sneekily got another quote from the Elephant website and it came in slightly cheaper at £294
I am wondering if the PAC is making a difference here..... the thing is I haven't checked last years policy papers but I don't remember paying for PAC....this is not a standard insurance to accompany car policies is it?... it just seems like a "tag-on" to make some more cash.... I thought that similar cover would be covered in the standard policy anyway...
My understanding of this is PAC insurance is that if you are injured, in an accident... irrespective of blame... you are able to claim.....as with all policies there are various exclusions... it seems that this one will only pay out if you die...lose a limb, eyesight, hearing, speech etc...
Under my standard insurance policy injuries claims would be paid as compensation from a third party if they were at fault....
So I can't really see the benefit of PAC cover.... well unless I want to go driving into a wall or something... which would be considered "the Insured Person committing, or attempting to commit suicide or intentional self-injury"
If I am right in my understanding of this then I think that it is bad that Elephant have added this to my policy....and there may be many people that don't even question it - as they believe it is mandatory to have.
