Weird paypal balance??? Confused!?!

Hi MSEs
I'm very confused. Paypal sent me their famous "we are withholding your funds for 21 days" notice.
Below is my statement from "all activity (with balance)". I can't make heads or tails of it.
Why does it go up to around £27 twice and then right back down again. Why don't the numbers add up (or is it me). Can someone please explain what is going on.
