eBay or PayPal for inr dispute?

Hello!
I've been searching and searching and can't find the answer to this!
BF won and paid for item 10 days ago. Not received and no comms from seller despite 2 messages sent.
He wants to open an INR but I have this nagging feeling he should do it through PayPal and not eBay? Is that right? What's the difference?

According to some people on the official boards that makes you a scammer, Soo! (:D)
I've done one through Paypal and one through eBay, the eBay one was more efficient in getting the seller to respond and refund, though that is just my particular seller.

The muppet has now replied to say he can't access his money in Paypal as the funds are frozen so he can't get the money to post or print the postage label. He's told my other half he must close the case first or he won't post.
Obviously we are not going to do that! I'm just wondering how best to word the reply!House saving Targets:

hi i am trying to send u the decks but as paypal have frozen my funds i cant print off the label for delivery. i am not prepared to pay nearly £30 for postage which is what the post office have quoted me. i will leave it to ur choice as to wether or not u wish to have a refund as until my account is unfrozen i cant post the item off. i'm sorry a\ll the hassle, shady shea

That is of no concern to you, as you understand.
Amazon make you send the item before they pay you. Paypal and eBay are actually lenient in that they only hold money if the seller is new or sells high-risk items.

OH has replied to say that he will accept a refund and close the case on the receipt of.
I've also sent him the link to block bidder as he is selling at the moment so I don't want that to come and bite him!
Poor love doesn't ebay much and his feedback probably reflects that so he's been taken for a bit of a ride! I had to reassure him that the seller couldnt retaliate with a a neg - it's been that long since he used it!House saving Targets:

Right, he got the refund but it showed as 'pending' in his paypal. Ebay closed the dispute. Refund is now showing as 'removed'!
I told him to get on ebay chat and try and get a through to call them.
Is there anything else he can do? How has the seller 'removed' the refund?
EDT - I see that removed means the seller had no funds in his account. I also see that ebay are notoriously difficult about resolving this.
Is there anyway of getting his money back? Seems like a terrible scam loophole!House saving Targets:

If you opened the case in Paypal then you must go back to Paypal.
If it was Ebay, then do not under any circumstances use email or livechat as they are worse than useless. You need to speak with someone on the phone.0
