Halifax say credit agreement does not apply

I sent the initial template letter to Halifax for my granddad to get a copy of the credit agreement and terms and conditions applicable to his account under sections 77-79 of the Consumer Credit Act 1974 at the time he took out the agreement in June 2001. His account was settled in August 2008.

They have written back stating "section 78 only applies during the lifetime of the agreement. As the above account has been closed there is no longer a regulated agreement between ourselves. In view of the above we are unable to provide you with documentation as requested"

Is this the end of the line for looking into PPI reclaiming for him on this account, or can anyone suggest what I do next please? He does not have a copy of any statements or paperwork from when he opened the account, so we don't know for certain he had PPI although he thinks he did because "I had to get insurance as I was retired", all we really have is the account number.
