Blackpool (Disabled Parking Fine)

Has anyone had any problems with disabled parking in Blackpool. I parked last August in a disabled parking spot with a disabled badge displayed but a parking ticket was on the windscreen when we arrived (My mum and dad are both disabled and we used a wheelchair for my mum)? I was parked on Talbot Road and wondered if anyone else has experienced problems parking there.

    What is the contravention as stated onthe PCN?

    Where exactly in Talbot Road?

    Was it a disabled bay 3hrs no return within 6 hrs? If so did you display the clock?

    There is also a time restriction what time did it say on the ticket?

    Last August have you paid it, or is it still ongoing?

    Can you tell us who issued this ticket ? It's likely the local authority, but as its been 11 months it could be a private parking company on a private road ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Talbot Road is in Blackpool near the North Pier. No I didn't display a clock (my mum got the pass and I am afraid she did not tell me she had a clock display) and from contacting Blackpool Borough Council it seems that there was a 3hrs no return. It probably sounds stupid but I did not think there were any restrictions on disabled parking. Both my parents are disabled and my mother is in a wheelchair so if I had know there was a restriction in the first place I would not have parked there.

    I haven't paid it as I thought that they had decided to cancel it as I had not heard anything. They are threatening Bailiffs:(
