New RBS/ Santander debit card problems

Hi, Just wondering if this is a widespread problem or if it's just my friend who's having bad luck.
She's had a bank account with RBS for a while and was recently sent a new debit card, issued as RBS has now been taken over by Santander. As instructed she cut up her old card straight away, before testing the new card (she's only 21 and didn't expect any problems, although that's the last time she'll ever make that mistake!). The first time she tried to use the new card at the ATM, it didn't work, and she was unable to access her money. The bank told her this was a problem they knew about and were having quite a lot- they were pretty unhelpful but said they would issue a new PIN number after which her card would work. That was a week ago and she is still waiting for the new PIN number.
Her branch is too far for her to get to in her lunch hour or after work, leaving her only able to access money on a Saturday morning, and Customer Services have been totally useless.
Has anyone else experienced similar problems? If so, how was it solved- she is concerned that a new PIN number may still not solve things and she is wondering how long she will be left without being able to access her cash.
