Please take note of this answer.
There are many things that your neighbour could do to their property which are not to your taste and which MAY put other people off buying your home if you are planning to sell (and if you aren't then why get hung up about property values). I, for example, hate the look of a roof covered in solar panels.
The very worst thing to devalue both yours and your neighbour's houses would be a legal dispute which would have to be declared to a prospective buyer.
Accept that your neighbour is absolutely NOT going to pay for a second new roof just to keep you happy. Would you be prepared to offer to pay for them to upgrade their new roof?

Assuming you don't live in a listed property or a conservation area, what your neighbour does with their property is their business, not yours.
If you both had old timber windows and they replaced them with uPVC would you expect them to pay for yours too? If you had an old concrete driveway and your neighbours took theirs up and put a nice new brickset driveway down would you expect them to do yours too? God help them if they landscaped their garden and left you with just grass and a few flowers in the borders....
I think you can see where this is going. Your neighbour is entitled to do whatever they like to their house. Whether you like it or not is another matter, but considering legal action over it seems a little...well, short-sighted at best.
Have you discussed this with them? Did they mention they were doing it? Did they ask you if you wanted yours doing at the same time? If so what did you say?0 -

Just to add, in AONB (area of outstanding natural beauty) there are restrictions on what you can tile your roof with. Currently in discussions with the planners as to whether we can PV the roof, although both us & the neighbour want to do it.They deem him their worst enemy who tells them the truth. -- Plato0
