    It would be your county council's responsibility. They may have contracted it out, but they will be your first port-of-call.

    When they messed around with the traffic light phasing near me a couple of years ago, causing almighty jams during rush hour, I found an email address for the relevant council department from the council web site (unitary authority in my case).

    To give them credit, they did reply saying they were looking at it as several people had complained. A few days later the lights were re-adjusted.

    Do an internet search for your council and "road fault". It should bring up a link where you can report the fault. By calling them its hard to get across to the agent exactly what the problem is. They are likely to pick out (the wrong) key words.

    If its temp lights there is usually a phone number stamped on the back of them. It goes to a call centre and they contact the (often private) firm to come out and check them.

    My late oh was in traffic management and once got a call out to go from Leeds to Cleethorpes because some wally had moved the "wait here" sign further from the light so the sensor didn't "see" the car and the police (who had been the ones to notice) refused to move the sign. All of 10 yards.

    Anyway, I digress. But as I say, if it's temp then a traffic management firm will usually come check it out. Here in Yorkshire there are Moxons, APlant Lux and various others. They will often "borrow" each others signs and lights and share call out schedules.
