In addition... The PPC has now referred it to debt Recovery Plus Ltd- can they still not do anything of I ignore?

ignore, debt collectors have no special powers or abilities, and the ticket is unenforceable rubbish. If, as you suggest, your lease includes a parking space and it was as a result of your use of that space that you received a PPC invoice then your landlord may have breached the terms of the lease. You are entitled to peaceful enjoyment of the property you rent - and, it seems, that includes the parking space.
PPC's make a considerable living from operating ("farming"is a far better and more accurate description) such car parks and your landlord/management agent are as much victims as the PPC intended you would be. Your landlord thinks, presumably, that he is actually receiving a service for free and as we all know there is no such thing as a free lunch.
As has been discussed already you are quite understandably frightened about the prospect of receiving a CCJ. You need to understand that debt collectors have as much power as you and I to collect debts. They have no special legal powers as all they can do is to ask. However, what they do not want you to know is that that is the case and therefore dress their letters up in coloured fonts using psuedo-legalese to make you think they are all-powerful. They are not.
The fact that DR+ are attempting to pursue this alleged debt has less to do with their perceived validity of the debt and more to do with their seeking to earn a fee. DR+ have recently paid out £300 to prevent a harassment suit upon receipt of a letter before action when they were chasing yet another PPC debt. Don't be frightened by people who assume a mask of pretend-i-koo-authority to empty you pockets.
If the PPC invoice had arrived in an email from some West African state suggesting that you had been selected from a cast of thousands to help a former government minister realise the £18,452,350 of his family fortune wrongfully withheld by a warlord you'd have run a mile. What makes you think that this situation deserves a different reaction?
Chill. Have an extra glass of wine/cup of tea/beer/fruit juice or just plain old water and reflect on the fact that you have just saved yourself some money.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I live in a block of flats i pay £525 a month that amount includes one private allocated parking space.
A few months ago they introduced permits for all residents because people were parking on the estate making it dangously overcrowded.
We have two cars and were given one permit and one visitor permit.
About one mOnth ago I had to use a hire car for work purposes. When I returned home I put the hire car in my private space (waiting for enterprise to pick it up) and the other two in visitor bays.
Enterprise did not pick up the car that night but the next morning. In the morning they had ticketed the hire car.
It seems that the PPC is writing to you because you wrote to them.
Normally with a Hire Car they get the owner's details from the DVLA and would then write to Enterprise. I am just a little concerned that one of the debt collectors - some are BPA Approved Operator members - might just get the DVLA records shortly and aim a letter in Enterprise's direction.
Luckily, a pepipoo regular poster has previously stated that Enterprise's t&cs of hire only allow them to pay a real Council or Police ticket, not one of these fake ones...which is a good thing...BUT:
...if I were you I would just email Enterprise pointing out that you are currently ignoring a scam (private) fake ticket, and have written to the private firm already giving your address for correspondence. Tell Enterprise who the firm are and the reference number they are using for your fake ticket, just to alert them and to tell them it is your issue, not theirs.
Point out that you know very well that the hire t&cs don't cover fake PCNs from private companies but that you just want to alert them to this ongoing scam in case the private parking firm decide to write to the hire company.
Tell Enterprise you won't be paying it under any circumstances except if the firm win in a Small Claims case (which will never happen and which could only be aimed at you, the driver, anyway). Add that you are sure they are aware of the scam of fake PCNs from companies with no authority to fine anyone, and that as a hire co. they have no liability for it whatsoever.
Tell them (don't ask them) to ignore any letters - or pass them to you without charge - and that you won't be paying any Enterprise 'admin charge' for any letter about it that their staff receive and accidentally take seriously.
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
