Turbo Lister PayPal warning

I haven't ebayed for a long time but I need to clear out some things as our house is overflowing with [STRIKE]junk[/STRIKE] goodies I need to get rid of. 
I used Turbo Lister and when I got to the 'waiting to upload' page there was an option to calculate fees. I selected this and the fees were calculated but I also then got a warning triangle and the comment: 'PayPal may delay the settlement of funds to ensure smooth transactions'.
Does that come up for everyone these days? Or have I been individually picked at random? If this warning appears, is it likely to happen or is the warning *just* a warning?

The actual message does come up on everyones turbo lister, but as Soolin says, you *may* or *may not* actually be subject to the 21 days hold.
It probably depends on what category and what type of items you are listing.
Worse case scenario: you'll have to wait 21 days to withdraw the money you make.0 -
This is another "policy change" ebay implemented some time ago, ebay/paypal (same company) can now hold your money for up to 21 days.
Apparently if the buyer leaves positive feedback the money is released at that point.0
