HELP Very confused PPI Claim with Dial4aloan, GE Money etc

Hi,

Looking for some advice or some clarity, things getting complicated and confusing. I am trying through the FOS to make a claim for missold PPI.

Now the broker who sold the products is Dial4aloan.
The credit agreement is with i group (part of GE Money)
The loan came from GE Money Home Lending
Turns out the PPI policy was with CIGNA International. (never heard of them)

The loan was taken out August 2004. The PPI started the same time. PPI was charged as a lump sum up front on the loan/mortgage. CIGNA international was paid a lump sum by i group who set up the policy (i never received any policy paperwork for the loan). I thought the PPI was for the duration of the loan, turns out it was only for 5 years.
When I spoke to GE Money about the PPI payment they had no record of who the company was or about any payments.
Due to financial situation sold the property the loan was secured against after only 2 years, and paid the loan off.
Turns out having spoken to CIGNA that the PPI was never cancelled and finished in 2009.

Now it appears at the moment the Financial Ombudsman are saying that no one in this mess was regulated before 2005.

I am at a loss as to what is going on and who is responsible for anything. Just when I think I have got it, it all changes again.

Does any one have any advice?
Do you think it might be worth a try to get the three years premiums back from GE Money for not having cancelled the policy that they had set up?
